A joint resolution
applying to Congress to call a constitutional convention to propose an amendment to
the Constitution of the United States to provide that members of Congress be subject
to term limits.

WHEREAS, the people of Minnesota as represented by their Legislature find that limiting
the terms of members of the United States House of Representatives and United States Senate
would be in the most immediate and best interest of the citizens of Minnesota; and

WHEREAS, the United States and its citizens would be best served by limiting the terms of
members of the United States House of Representatives and United States Senate; and

WHEREAS, under Article V of the Constitution of the United States, the Congress, on the
application of the legislatures of two-thirds of the several states, shall call a convention for proposing
amendments to the Constitution of the United States; NOW, THEREFORE,

BE IT RESOLVED by the Legislature of the State of Minnesota that it applies to the Congress
of the United States to call a constitutional convention to propose an amendment to the Constitution
of the United States that provides a limit on the number of terms that a person may be elected as a
member of the United States House of Representatives and a limit on the number of terms that a
person may be elected as a member of the United States Senate.

BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is directed
to prepare copies of this resolution and transmit them to the Speaker and the Clerk of the United
States House of Representatives, the President and the Secretary of the United States Senate, the
United States Secretary of State, and Minnesota's Senators and Representatives in Congress.

BE IT FURTHER RESOLVED that this application covers the same subject matter as the
applications from other States to Congress to call a convention to set a limit on the number of terms
that a person may be elected to the United States House of Representatives and the United States
Senate, and this application shall be aggregated with the same for the purpose of attaining the
two-thirds of states necessary to require Congress to call a limited convention on this subject, but
shall not be aggregated with any other applications on any other subject.

BE IT FURTHER RESOLVED that this application constitutes a continuing application in
accordance with Article V of the Constitution of the United States until the legislatures of at least
two-thirds of the several states have made applications on the same subject.
