  1.1                          A bill for an act 
  1.2             relating to education; providing for school counselor 
  1.3             incentive grants; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [SCHOOL COUNSELOR INCENTIVE GRANTS.] 
  1.6      (a) Beginning in the 2001-2002 school year, the 
  1.7   commissioner of children, families, and learning shall make 
  1.8   grants to individuals enrolled and making satisfactory progress 
  1.9   in an accredited school counselor preparation program in a 
  1.10  Minnesota post-secondary institution.  Grants may be made for up 
  1.11  to 75 percent of an individual's tuition cost.  The commissioner 
  1.12  in consultation with accredited school counselor preparation 
  1.13  programs in Minnesota post-secondary institutions shall 
  1.14  establish an application procedure and criteria for receiving 
  1.15  grants.  The criteria must include evidence of the individual's 
  1.16  enrollment in an accredited school counselor preparation program 
  1.17  and a plan of study for a degree and licensure as a school 
  1.18  counselor.  The total amount of each grant must be paid directly 
  1.19  to the grant recipient's designated post-secondary institution.  
  1.20     (b) This section expires June 30, 2006.  
  1.21     Sec. 2.  [APPROPRIATION.] 
  1.22     $....... in fiscal year 2002 and $....... in fiscal year 
  1.23  2003 are appropriated from the general fund to the commissioner 
  1.24  of children, families, and learning for the purpose of section 
  2.1   1.  Any balance in the first year does not cancel but is 
  2.2   available in the second year.
