A bill for an act
relating to local government; exempting nonprofit organizations from certain fees
and charges; proposing coding for new law in Minnesota Statutes, chapter 426.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For the purposes of this section the following terms
have the meanings given them.

new text begin (a) "City" means a statutory or home rule charter city.

new text begin (b) "Nonprofit organization" means an organization that meets the criteria in section
272.02, subdivision 7, for exemption from property taxation.

new text begin Exempt from certain fees. new text end

new text begin A nonprofit organization is exempt from
paying a fee or charge imposed by a city if that fee or charge is for a service provided
by the city and within the most recent five years has been paid for from revenue raised
from the city's property tax levy.

new text begin This section is effective August 1, 2013, and applies to
charges or fees imposed on or after that date.
