A bill for an act
relating to capital improvements; appropriating money for the Minnesota
Children's Museum; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $14,000,000 is appropriated from the bond proceeds fund to the commissioner of
employment and economic development for a grant to the city of St. Paul to design,
construct, furnish, and equip an expansion and renovation of the Minnesota Children's
Museum, subject to Minnesota Statutes, section 16A.695. The expansion and exhibit
upgrades should incorporate the latest research on early learning, allow for new
state-of-the-art education facilities, and increase the capacity of visitors to galleries and
programming areas.

new text begin This appropriation is not available until the commissioner has determined that at
least an equal amount has been committed from nonstate sources.

Sec. 2. new text begin BOND AUTHORIZATION.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $14,000,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
