A bill for an act
relating to higher education; requiring the Board of Trustees of the Minnesota
State Colleges and Universities to establish supplemental academic instruction;
appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 136F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For purposes of this section, "supplemental academic
instruction" means corequisite instruction in reading, writing, or mathematics for students
with academic deficiencies who are placed into college-level coursework.

new text begin (a) The board shall establish at each campus a
supplemental academic instruction program.

new text begin (b) The program must:
new text end

new text begin (1) allow a student to enroll in any entry-level credit-bearing college-level course
while receiving supplemental academic instruction on the same subject and during the
same term as the course in which the student is enrolled;

new text begin (2) provide a student with targeted support related to the credit-bearing college-level
course including, but not limited to, tutoring and directed group study time, to increase the
student's understanding of the college-level coursework;

new text begin (3) provide the supplemental academic instruction at no cost to the student; and
new text end

new text begin (4) minimize the use of developmental noncredit courses for students in need
of additional academic support.

new text begin The board shall establish guidelines to determine student
eligibility for supplemental academic instruction. The program must be available to
students who scored below the minimum course placement score on the course placement
assessment test and who would otherwise be required to enroll in developmental noncredit
courses.

new text begin The board must annually report by February 1 to the chairs of
the legislative committees with primary jurisdiction over higher education policy the
number of students participating in the supplemental academic instruction program at each
campus. The report must also include the number of students that successfully completed
entry-level credit-bearing college-level coursework while receiving supplemental
academic instruction.

Trustees of the Minnesota State Colleges and Universities to establish and implement a
supplemental academic instruction program at each system campus.
