  1.1                          A bill for an act 
  1.2             relating to the city of St. Paul education center and 
  1.3             teacher training institute; allowing rentals to offset 
  1.4             certain costs; amending Laws 1994, chapter 643, 
  1.5             section 72, as amended. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1994, chapter 643, section 72, as amended 
  1.8   by Laws 1995, chapter 22, section 1, is amended to read: 
  1.9      Sec. 72.  [TEACHER TRAINING INSTITUTE; CITY OF ST. PAUL.] 
  1.10     The city of St. Paul may establish and maintain an 
  1.11  education center and teacher training institute and related 
  1.12  activities that provide, but are not limited to, new models for 
  1.13  professional development for teachers.  The building may be 
  1.14  rented by the lessee to offset building operation and 
  1.15  maintenance costs when it is not needed for its primary 
  1.16  purpose.  The city may exercise the powers granted in Minnesota 
  1.17  Statutes, section 471.191, to acquire and better facilities for 
  1.18  the institute.  Facilities that have been acquired or bettered 
  1.19  in whole or in part with the proceeds of state bonds must be 
  1.20  owned by the city but may be leased to or managed by a nonprofit 
  1.21  organization to carry out the purposes of the institute program 
  1.22  established by the city.  The lease or management agreement must 
  1.23  comply with the requirements of new Minnesota Statutes, section 
  1.24  16A.695. 
  1.25     Sec. 2.  [EFFECTIVE DATE.] 
  2.1      Section 1 is effective the day following final enactment.
