A bill for an act
relating to capital investment; appropriating money for the second phase of the
improvements and expansion of the Minnesota Security Hospital in St. Peter;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $70,255,000 is appropriated from the bond proceeds
fund to the commissioner of administration to complete design, remodel, construct, furnish,
and equip the second phase of the two-phase project to remodel existing and to develop
new residential, program, activity, and ancillary facilities for the Minnesota Security Hospital
on the upper campus of the St. Peter Regional Treatment Center. This appropriation includes
money to: demolish, renovate, and remodel existing space; construct new space; address
fire and life safety, and other building code deficiencies; replace or renovate interior finishes;
purchase furnishings, fixtures, and equipment; replace or renovate the Minnesota Security
Hospital building's HVAC, plumbing, electrical, security, and life safety systems; tuck-point;
replace windows and doors; design and abate asbestos and hazardous materials; and complete
site work necessary to support the programmed use of the facilities on the St. Peter Regional
Treatment Center upper campus.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $70,255,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
