A bill for an act
relating to insurance; establishing a moratorium on implementation of new
mandated health benefits; amending Minnesota Statutes 2008, section 62J.26, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 62J.26, is amended by adding a subdivision
to read:

new text begin Notwithstanding section 645.26 or any other
law or rule of construction to the contrary, no law enacted after January 2, 2009, which
enacts a mandated health benefit proposal, as defined in subdivision 1, shall take effect
until January 1, 2014.

new text begin This section is effective retroactively from January 3, 2009.
