relating to state government; requiring a study of information technology support
needed by small agencies; requiring a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin OFFICE OF SMALL AGENCIES; INFORMATION TECHNOLOGY
SUPPORT STUDY.

new text begin Study; requirements. new text end

new text begin The commissioner of information technology
services shall review and study the unique information technology service delivery, support,
and project delivery challenges faced by small agencies other than the departments of state
government designated in Minnesota Statutes, section 15.01. Small agencies include boards,
commissions, councils, task forces, and authorities. The commissioner shall assess whether
the current structure for information technology service and support provides adequate
support for small agencies as well as the volunteer board members. The study must examine
how other states support their small agencies and provide recommendations on how to most
effectively support small agencies in achieving successful information technology service
delivery for important functions of government. The commissioner may contract with
professional and technical services vendors to commission the study.

new text begin By February 1, 2023, the commissioner of information technology
services shall submit the findings and recommendations of the study to the governor and
the chairs and ranking minority members of the legislative committees with primary
jurisdiction over state government.

Sec. 2. new text begin APPROPRIATION; STUDY.

new text begin $100,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of information technology services to complete the information technology study required
in section 1. This is a onetime appropriation.
