relating to education finance; appropriating money for county law library grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The sum indicated in this section is
appropriated from the general fund to the Department of Education for the fiscal year
designated.

new text begin County law library grants. new text end

new text begin (a) For grants to individual county law libraries
to address revenue shortfalls in fiscal year 2020 and fiscal year 2021.

new text begin (b) To receive a grant under this section, a county law library must:
new text end

new text begin (1) have staff totaling at least one full-time equivalent employee;
new text end

new text begin (2) demonstrate a decline in revenue from fiscal year 2019 to fiscal year 2020, or fiscal
year 2020 to fiscal year 2021; and
new text end

new text begin (3) not raise their criminal filing fees under Minnesota Statutes, sections 134A.09 and
134A.10, for at least two years after receipt of the grant.

new text begin (c) A grant to a county law library must not exceed the sum of the library's total revenue
shortfall in fiscal year 2020 compared to fiscal year 2019, and fiscal year 2021 compared
to fiscal year 2020.

new text begin (d) This is a onetime appropriation and is available until June 30, 2024.
