A bill for an act
relating to human services; ratifying Service Employees International Union
memoranda of understanding; appropriating money for stipends related to collective
bargaining agreement.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The memoranda of understanding submitted by the commissioner of management and
budget to the Legislative Coordinating Commission Subcommittee on Employee Relations
on March 17, 2022, are ratified.

new text begin Electronic visit verification (EVV) stipends. new text end

new text begin $6,440,000 in fiscal year
2023 is appropriated from the general fund to the commissioner of human services for
onetime stipends of $200 to bargaining members to offset the potential costs related to
people using individual devices to access the EVV system. $5,600,000 of the appropriation
is for stipends and the remaining 15 percent is for administration of these stipends. This is
a onetime appropriation.

new text begin Self-directed collective bargaining agreement; temporary rate increase
memorandum of understanding.

new text begin $1,610,000 in fiscal year 2023 is appropriated from the
general fund to the commissioner of human services for onetime stipends for individual
providers covered by the Service Employees International Union collective bargaining
agreement based on the memorandum of understanding related to the temporary rate increase
in effect between December 1, 2020, and February 7, 2021. $1,400,000 of the appropriation
is for stipends and the remaining 15 percent is for administration of the stipends. This is a
onetime appropriation.
