A bill for an act
relating to capital investment; appropriating money to Public Functionary for a
community arts center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

APPROPRIATION.

new text begin $2,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to Public Functionary, a 501(c)(3)
nonprofit corporation, to acquire property for and design, construct, renovate, furnish, and
equip a community arts center in the northeast area of the city of Minneapolis to serve Black,
Indigenous, people of color, LGBTQ, and emerging artists and entrepreneurs in a multiuse
arts and culture space. The expansion of property owned by Public Functionary will allow
continued growth of opportunities in culture building and economic development for artists
and arts entrepreneurs to access work space, resources, and work in collaboration with the
organization. This appropriation is available after the commissioner of management and
budget determines that an amount sufficient to complete the project has been committed to
the project, as required by Minnesota Statutes, section 16A.502. This appropriation is
onetime and is available until the project is completed or abandoned, subject to Minnesota
Statutes, section 16A.642.
