A bill for an act
relating to capital investment; appropriating money for construction of community
spaces and 311 and 911 facilities in Minneapolis; authorizing the sale and issuance
of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin (a) $20,130,000 is appropriated from the bond proceeds
fund to the commissioner of employment and economic development for a grant to the city
of Minneapolis to acquire right-of-way, predesign, design, and construct, or reconstruct,
public right-of-way, community space, public infrastructure, and public facilities for 311
and 911 services. The city must engage in a community-led inclusive decision-making
process around the design of the public community spaces and public infrastructure projects.

new text begin (b) $5,000,000 of this appropriation is to predesign, design, engineer, and construct a
public memorial and to reconstruct the intersection of 38th Streeet and Chicago Avenue in
Minneapolis.

new text begin (c) $1,580,000 of this appropriation is to restore right-of-way and streetscaping in areas
of north and south Minneapolis which sustained damages and destruction from civil unrest
events after May 24, 2020, and before June 16, 2020.

new text begin (d) $750,000 of this appropriation is to predesign, design, engineer, and construct a
public space on 27th Avenue South between Lake Street and Minnehaha Avenue South in
Minneapolis.

new text begin (e) $5,500,000 of this appropriation is to predesign, design, engineer, and construct a
bicycle and pedestrian bridge over 1-94 in north Minneapolis to further connect
neighborhoods that have been intentionally isolated from the Mississippi River and economic
activity.

to the intersection of Hiawatha Avenue and Lake Street in Minneapolis.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $20,130,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
