A bill for an act
relating to environment; requiring third-party contracting for certain analytical
testing; amending Minnesota Statutes 2018, sections 84.027, by adding a
subdivision; 116.07, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.
Minnesota Statutes 2018, section 84.027, is amended by adding a subdivision
to read:

When the commissioner's duties require physical
analytical testing, the commissioner must contract with a third party to perform the testing
if the third party uses testing methods that yield results:

(1) more quickly than the testing methods available to the department; and

(2) that are at least as accurate as the results obtained with testing methods available to
the department.

Minnesota Statutes 2018, section 116.07, is amended by adding a subdivision to
read:
