A bill for an act
relating to transportation; appropriating money for certain safety improvements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PEDESTRIAN AND NONMOTORIZED TRAFFIC SAFETY;
APPROPRIATION.

new text begin (a) $1,000,000 in fiscal year 2021 is appropriated from the general fund to the
commissioner of transportation for safety improvements in at least one hazardous highway.
This is a onetime appropriation. Notwithstanding Minnesota Statutes, section 16A.28, the
appropriation is available until June 30, 2023.

new text begin (b) A hazardous highway under this section is a continuous segment of a trunk highway:
new text end

new text begin (1) with a length of no more than eight miles;
new text end

new text begin (2) that has a functional classification of minor arterial; and
new text end

new text begin (3) in which there was at least one pedestrian fatality in each year for 2016, 2017, and
2018.

new text begin (c) This appropriation is available for: (1) immediate and short-term safety improvements,
including but not limited to crosswalk striping and improvements at transit stops; and (2)
related noninfrastructure activities targeted to pedestrians and nonmotorized traffic.
