A bill for an act
relating to energy; establishing a Prairie Island Net Zero Project; requiring reports;
appropriating money; proposing coding for new law in Minnesota Statutes, chapter
116C.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The Prairie Island Net Zero Project is established.
The goal of the project is for the Prairie Island Indian Community to develop an energy
system that results in net zero emissions.

new text begin The commissioner of employment and economic development must
enter into a grant contract with the Prairie Island Indian Community to provide $20,000,000
on July 1, 2018, and $5,000,000 each year for four years thereafter to stimulate research,
development, and implementation of renewable energy projects benefiting the Prairie Island
Indian Community or its members.

new text begin No later than July 1, 2019, the Prairie Island Indian Community
must file a plan with the commissioner of employment and economic development that
describes the Prairie Island Net Zero Project elements and implementation strategy. The
Prairie Island Indian Community must file a report on July 1, 2020, and each July 1 thereafter
through 2023, describing (1) the progress made in implementing the project, and (2) the
uses of expended funds.

new text begin Notwithstanding section 116C.779, subdivision 1, paragraph
(j), $20,000,000 in fiscal year 2019 and $5,000,000 in each of fiscal years 2020, 2021, 2022,
and 2023 are appropriated from the renewable development account under section 116C.779,
subdivision 1, to the commissioner of employment and economic development for a grant
under this section to the Prairie Island Indian Community. Any funds remaining at the end
of a fiscal year do not cancel to the renewable development account but remain available
until spent. This subdivision expires the day after the last transfer of funds to the
commissioner.
