A bill for an act
relating to local government; directing the state auditor to review city inspection
fees; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The state auditor shall conduct a review of statutory and home
rule charter city inspection fees, and report the results of the review with any
recommendations for changes to the law governing city inspection fees, to the chairs and
ranking minority members of the legislative committees with jurisdiction over local
government by February 15, 2019. The state auditor shall include in the review all cities of
the first class, and a sampling of at least 20 cities of the second class from different areas
of the state. The state auditor may include in the review additional cities if the state auditor
determines it would provide better analysis and recommendations.

new text begin The state auditor must determine if the inspection fees are set and
imposed as authorized by law, analyzing:

new text begin (1) the amount of fees charged;
new text end

new text begin (2) the services for which the fees are charged;
new text end

new text begin (3) how each fee was determined and its relation to the service provided; and
new text end

new text begin (4) at what point fees are collected and accounted for in the city financial reports.

new text begin In addition, the review must include information on how city inspectors and employees who
provide information to the public and issue permits are trained to ensure the information
they provide is accurate.
