A bill for an act
relating to mass transit; requiring a legislative report on light rail transit projects.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LEGISLATIVE REPORT; LIGHT RAIL TRANSIT PROJECTS.

new text begin (a) By January 31 in each odd-numbered year, the Metropolitan Council must submit a
report on the financial status of light rail transit projects to the members and staff of the
legislative committees with jurisdiction over transportation policy and finance and capital
investment.

new text begin (b) At a minimum, the report must provide the following separately for each light rail
transit project under development or construction during the previous two calendar years:

new text begin (1) the most recent project budget, including a summary of any substantive changes
since the last report submitted under this section;
new text end

new text begin (2) the total life cycle cost estimated for the light rail transit line over a period of at least
30 years;
new text end

new text begin (3) details on estimated costs of capital maintenance over the period used under clause
(2), with a breakdown of the costs to replace, rehabilitate, and maintain (i) track, (ii) light
rail stations, (iii) light rail vehicles, including vehicle replacement after no more than 25
years, and (iv) associated capital facilities;

new text begin (4) costs of restoring to the project all elements removed from the project budget during
project engineering and design, including but not limited to light rail vehicle procurement,
light rail stations, and maintenance facilities;

new text begin (5) analysis of the service and ridership impacts of restoring each project element
identified in clause (4);

new text begin (6) a debt service schedule that itemizes the principal and interest on all debt anticipated
or issued for the project; and
new text end

new text begin (7) annual and total estimates of the operating subsidy for the line, using the current
light rail transit adult fare for non-rush hours, over the period used under clause (2).

new text begin (c) This section does not apply to a light rail transit line that commenced revenue
operations prior to the effective date of this section.

new text begin (d) This section expires two years after the light rail lines subject to this section commence
revenue operations or the day after the light rail lines subject to this section are permanently
abandoned.

new text begin EFFECTIVE DATE; APPLICATION. new text end

new text begin This section is effective the day following
final enactment and applies for any project that formally entered the engineering phase or
a subsequent phase of the Federal Transit Administration's New Starts capital investment
grant program as of that date. This section applies in the counties of Anoka, Carver, Dakota,
Hennepin, Ramsey, Scott, and Washington.
