A bill for an act
relating to capital investment; appropriating money for segments of a multiuse
paved trail and route around White Bear Lake; authorizing the sale and issuance
of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $8,800,000 is appropriated to the Metropolitan Council
for grants to complete design and construction of a multiuse paved trail and route for
pedestrians, bicycles, and wheelchairs around White Bear Lake in Ramsey and Washington
Counties.

new text begin (b) $3,100,000 of this appropriation is for a grant to Ramsey County to design and
construct trail improvements, consistent with the completed preliminary engineering, along
South Shore Boulevard between White Bear Avenue and marked Trunk Highway 120 and
to pave an existing dirt path from ..... to Pacific Avenue in the Ramsey County Beach and
Water Park.

new text begin (c) $1,700,000 of this appropriation is for a grant to the city of Mahtomedi to design
and construct and designate elements of the trail and route along or proximate to Birchwood
Road, Wildwood Beach Road, and on or in the proximity of Briarwood Road, consistent
with the completed preliminary engineering, and final design and specification, subject to
approval of the commissioner of transportation with regard to elements of the trail and route
that are within or adjacent to the right-of-way of marked Trunk Highway 244.

new text begin (d) $3,000,000 of this appropriation is for a grant to the city of Dellwood in Washington
County and the commissioner of transportation for final design, specification, and bid
documents for elements of the trail and route within the city of Dellwood, consistent with
the completed preliminary engineering, including and subject to approval of the commissioner
of transportation with regard to elements of the trail and route that are within or adjacent
to the right-of-way of marked Trunk Highway 244.

and construct elements of the trail and route within the city of White Bear Lake and proximate
to marked Trunk Highway 96, consistent with the completed preliminary engineering,
including and subject to approval of the commissioner of transportation with regard to
elements of the trail and route that are within or adjacent to the right-of-way of marked
Trunk Highway 96.

and construct elements of the trail and route within the White Bear Lake Township and
proximate to marked Trunk Highway 96, consistent with the completed preliminary

regard to elements of the trail and route that are within or adjacent to the right-of-way of
marked Trunk Highway 96.

design, specification, and bid documents, consistent with the completed preliminary
engineering, for elements of the trail and route within the city of Birchwood Village.

new text begin (i) If any of the allocations in paragraphs (b) to (g) are remaining after completion of
the work described for the allocation, the Metropolitan Council may grant the remaining
amount of the allocation to another entity receiving an allocation in this subdivision as
needed to complete the trail and route around White Bear Lake.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $8,800,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
