A bill for an act
relating to capital investment; appropriating money for the Duluth Armory Arts
and Music Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DULUTH; HISTORIC ARMORY.

new text begin (a) $6,500,000 in fiscal year 2024 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to the Armory Arts
and Music Center to design, construct, furnish, and equip the renovation of the historic
Duluth Armory.

new text begin (b) This appropriation includes money for improvements for the Music Resource Center,
the North Country Creative Center, and the Food Enterprise Center; interior building
improvements, including structural enhancements to meet current applicable building codes;
improvements for compliance with Americans with Disabilities Act (ADA) requirements;
and building systems, including mechanical, electrical, plumbing, and utility upgrades.

new text begin (c) Design and construction to maximize consideration of energy efficiency and long-life
cycle materials, while meeting the requirements of the federal National Parks Service (NPS),
Secretary of Interior Standards for Rehabilitation.

new text begin (d) This appropriation is not available until the commissioner of management and budget
determines that at least $11,900,000 has been committed to complete the project from
nonstate sources. Money invested in the project by an investor receiving an assignment of
state historic tax credits pursuant to Minnesota Statutes, section 290.0681, are considered
"nonstate sources" for purposes of this paragraph. Due to the integrated nature of the overall
development, public bidding is not required for this project.
