BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $....... in fiscal year 2023 is appropriated from the general
fund to the commissioner of public safety for grants administered by the Office of Justice
Programs to establish and expand youth justice services.

new text begin Mental health services for youth. new text end

new text begin Of the amount appropriated in subdivision
1, $5,000,000 is for grants to individuals or organizations that provide mental health services
for youth, including residential care, community-based treatment, and treatment or counseling
provided at schools. Funds must be used to support programs designed by those with
experience as youth in need of mental health services, mental health and behavioral health
providers, and corrections professionals.

$3,000,000 is for youth development grants to establish or support after-school programming,
mentoring, tutoring, and community engagement. Funds must be used for programs that
incorporate trauma-informed therapy.

independent consultant to develop an assessment tool for the juvenile justice and mental
