A bill for an act
relating to capital investment; appropriating money for the expansion of marked
Trunk Highway 14 to four lanes from County Road 180 to County State-Aid
Highway 3; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

FROM COUNTY ROAD 180 IN STEELE COUNTY TO COUNTY STATE-AID
HIGHWAY 3 IN DODGE COUNTY.

new text begin $105,700,000 is appropriated from the bond proceeds
account in the trunk highway fund to the commissioner of transportation to acquire property
or permanent easements for, and to design, engineer, construct, furnish, and equip an
expansion of marked Trunk Highway 14 to four lanes from County Road 180 in Steele
County to County State-Aid Highway 3 in Dodge County. This appropriation may be used
for overpass bridges at Steele County Road 16 and at County State-Aid Highway 1 in Dodge
County, an interchange at County State-Aid Highway 3, upgrades to County State-Aid
Highway 3 to meet trunk highway standards, construction of a right turn lane from County
State-Aid Highway 3 onto Front Street in Claremont, and railroad gate arm installation at
the railroad tracks at County State-Aid Highway 3.

new text begin To provide the money appropriated in this section from the bond
proceeds account in the trunk highway fund, the commissioner of management and budget
shall sell and issue bonds of the state in an amount up to $105,700,000 in the manner, upon
the terms, and with the effect prescribed by Minnesota Statutes, sections 167.50 to 167.52,
and by the Minnesota Constitution, article XIV, section 11, at the times and in the amounts
requested by the commissioner of transportation. The proceeds of the bonds, except accrued
interest and any premium received from the sale of the bonds, must be deposited in the bond
proceeds account in the trunk highway fund.
