A bill for an act
relating to capital investment; appropriating money for clean water and wastewater
infrastructure for the city of Alpha; authorizing the issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $7,350,000 is appropriated from the bond proceeds fund
to the Public Facilities Authority for a grant to the city of Alpha to predesign, design,
construct, furnish, and equip: (1) capital improvements to the water treatment plant in the
city of Alpha, including removal of a building north of the existing water treatment facility
to allow for use of land by the city for water treatment facilities; (2) wastewater treatment
facility improvements; and (3) replacement of the clean water distribution system, wastewater
and storm water conveyance systems including lift stations, and related local road
improvements.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $7,350,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
