relating to human services; increasing payment rates for direct support services;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin RATE INCREASE FOR SELF-DIRECTED WORKFORCE
NEGOTIATIONS.

new text begin (a) The commissioner of human services shall increase reimbursement rates, grants, or
allocations by ... percent for services provided on or after July 1, 2018.

new text begin (b) The rate changes described in this section apply to direct support services provided
through a covered program as defined in Minnesota Statutes, section 256B.0711, subdivision
1, paragraph (b).

new text begin This section is effective if a labor agreement between the state
and Service Employees International Union Healthcare Minnesota according to Laws 2013,
chapter 128, article 2, is ratified by the legislature. The commissioner of human services
shall notify the revisor of statutes when ratification occurs.

Sec. 2. new text begin APPROPRIATION; PROVIDERS OF DIRECT CARE SERVICES.

new text begin $12,000,000 in fiscal year 2019 is appropriated from the general fund to the commissioner
of human services for purposes of the rate increase for direct support services provided
through a covered program as defined in Minnesota Statutes, section 256B.0711, subdivision
1, paragraph (b). This appropriation is in addition to money appropriated for this purpose
under Laws 2017, First Special Session chapter 6, article 18, section 2.
