relating to environment; establishing moratorium for certain large dairy operations.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MORATORIUM; LARGE DAIRY OPERATIONS.

new text begin Until June 30, 2024, the commissioner of the Pollution Control Agency or a county
operating under a delegation agreement must not issue a permit under Minnesota Rules,
chapters 7001 and 7020, for constructing or expanding a dairy animal operation that will
be capable of holding more than 1,000 animal units after construction or expansion.
