A bill for an act
relating to human services; requiring commissioner of human services to make
insulin available to uninsured individuals through volume purchase; appropriating
money; amending Minnesota Statutes 2016, section 256.01, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Sec. 2.

Minnesota Statutes 2016, section 256.01, is amended by adding a subdivision to
read:

new text begin Volume purchase program for insulin. new text end

new text begin The commissioner shall implement
a preferred insulin product program by January 1, 2019. The program shall require the
commissioner to volume purchase insulin and related supplies using the procedures specified
in section 256B.04, subdivision 14, and make insulin and related supplies available to
individuals with low incomes who do not have coverage for prescription drugs through
medical assistance, MinnesotaCare, or a health plan, as defined in section 62Q.01, subdivision
3. The commissioner shall establish cost-sharing requirements for the program using a
sliding scale. The commissioner shall make insulin and related supplies purchased through
the program available to eligible individuals in all geographic areas of the state through
contracts with local health care providers and pharmacies. The commissioner may limit the
number of months during which an individual may receive insulin and related supplies
through the program.
