A bill for an act
relating to motor vehicles; authorizing education license plates; proposing coding
for new law in Minnesota Statutes, chapter 168.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin General requirements and procedures. new text end

new text begin (a) The commissioner shall
issue education plates to an applicant who:

new text begin (1) is a registered owner of a passenger automobile or recreational vehicle;
new text end

new text begin (2) pays a fee of $10 to cover the costs of handling and manufacturing the special
plates;
new text end

new text begin (3) pays the registration tax required under section 168.013;
new text end

new text begin (4) pays the fees required under this chapter;
new text end

new text begin (5) contributes a minimum of $30 annually to the Minnesota Academic Excellence
Foundation established in section 124D.94; and
new text end

new text begin (6) complies with this chapter and rules governing registration of motor vehicles
and licensing of drivers.

new text begin (b) The education plate application must indicate that the annual contribution
specified under paragraph (a), clause (5), is a minimum contribution to receive the special
plate and that the applicant may make an additional contribution to the fund.

new text begin (c) Education plates may be personalized according to section 168.12, subdivision
2a.

new text begin After consultation with interested groups, the commissioner
of education and the commissioner shall jointly select a suitable symbol for use by the
commissioner to design the special plates.

new text begin Contributions under this section must not be refunded.

new text begin Notwithstanding section 168.12, subdivision 1, on
payment of a transfer fee of $5, special plates issued under this section may be transferred
to another passenger automobile registered to the person to whom the plates were issued.

new text begin (a) Contributions under subdivision 1,
paragraph (a), clause (5), must be paid to the commissioner and credited to the Minnesota
Academic Excellence Foundation established in section 124D.94.

new text begin (b) The fees collected under this section must be deposited in the vehicle services
operating account of the special revenue fund under section 299A.705.
