  1.1                          A bill for an act 
  1.2             relating to environment; requiring the pollution 
  1.3             control agency to study the feasibility, costs, and 
  1.4             benefits of a beverage container deposit program. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [BEVERAGE CONTAINER DEPOSIT PROGRAM STUDY.] 
  1.7      The pollution control agency must study and analyze the 
  1.8   feasibility, costs, and benefits of instituting a program in the 
  1.9   state which would require a refundable deposit on beverage cans 
  1.10  and bottles sold in the state.  In conducting the study, the 
  1.11  agency must compare the costs and benefits of such a program to 
  1.12  the costs and benefits of the current recycling program in the 
  1.13  state.  The agency must also examine beverage container deposit 
  1.14  programs in other states.  The pollution control agency must 
  1.15  present the results of the study to house of representatives and 
  1.16  senate committees with jurisdiction over environmental issues by 
  1.17  January 15, 2001.
