A bill for an act
relating to human services; requiring county reimbursement for institutions for
mental disease payments; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

DISEASE PAYMENTS.

new text begin The commissioner of human services shall, using existing appropriations, reimburse
counties in the amount of $8,812,000, for the value of the commissioner's estimate of the
statewide county share of the costs for which federal funds had been claimed but that were
not eligible for federal funding for substance use disorder services provided in institutions
for mental disease, for claims paid between January 1, 2014, and June 30, 2019. The
commissioner shall allocate this reimbursement among counties in proportion to the ratio
of each county's estimated county share to the estimated statewide county share. Prior to
payment of the allocated amount to a county, the county must pay in full any unpaid
consolidated chemical dependency treatment fund invoiced county share.
