  1.1                          A bill for an act 
  1.2             relating to liquor; authorizing the city of Cottage 
  1.3             Grove to issue an intoxicating liquor license to the 
  1.4             Cottage Grove economic development authority for the 
  1.5             River Oaks golf course. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CITY OF COTTAGE GROVE; LIQUOR LICENSE.] 
  1.8      The city of Cottage Grove may issue to the Cottage Grove 
  1.9   economic development authority, and the Cottage Grove economic 
  1.10  development authority may hold, an on-sale intoxicating liquor 
  1.11  license for the River Oaks golf course grounds, clubhouse, and 
  1.12  restaurant located in the city of Cottage Grove.  The provisions 
  1.13  of Minnesota Statutes, chapter 340A, not inconsistent with this 
  1.14  section apply to the license issued under this section.  The 
  1.15  provisions of Minnesota Statutes, sections 340A.603 and 
  1.16  340A.604, apply to the establishment licensed under this section 
  1.17  as if the establishment were a municipal liquor store, provided 
  1.18  that the commissioner of public safety may not impose any 
  1.19  penalty on the establishment under those sections if the city 
  1.20  has imposed a comparable or greater penalty on the licensee for 
  1.21  the same offense. 
  1.22     Sec. 2.  [CITY OF COTTAGE GROVE; LIABILITY.] 
  1.23     The city of Cottage Grove is the licensee under section 1 
  1.24  for purposes of compliance with Minnesota Statutes, section 
  1.25  340A.409.  The city of Cottage Grove is deemed the seller of 
  2.1   alcoholic beverages under the license authorized by section 1 
  2.2   for purposes of Minnesota Statutes, sections 340A.801 and 
  2.3   340A.802. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Sections 1 and 2 are effective upon approval by the Cottage 
  2.6   Grove city council and compliance with Minnesota Statutes, 
  2.7   section 645.021.
