  1.1                          A bill for an act
  1.2             relating to Yellow Medicine county; authorizing an 
  1.3             economic development authority. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [YELLOW MEDICINE COUNTY; ECONOMIC DEVELOPMENT 
  1.6   AUTHORITY; ESTABLISHMENT AND POWERS.] 
  1.7      Subdivision 1.  [ESTABLISHMENT.] The board of county 
  1.8   commissioners of Yellow Medicine county may establish an 
  1.9   economic development authority in the manner provided in 
  1.10  Minnesota Statutes, sections 469.090 to 469.1081, and may impose 
  1.11  limits on the authority enumerated in Minnesota Statutes, 
  1.12  section 469.092.  The economic development authority has all of 
  1.13  the powers and duties granted to or imposed upon economic 
  1.14  development authorities under Minnesota Statutes, sections 
  1.15  469.090 to 469.1081.  The county economic development authority 
  1.16  may create and define the boundaries of economic development 
  1.17  districts at any place or places within the county, provided 
  1.18  that a project as recommended by the county authority that is to 
  1.19  be located within the corporate limits of a city may not be 
  1.20  commenced without the approval of the governing body of the 
  1.21  city.  Minnesota Statutes, section 469.174, subdivision 10, and 
  1.22  the contiguity requirement specified under Minnesota Statutes, 
  1.23  section 469.101, subdivision 1, do not apply to limit the areas 
  1.24  that may be designated as county economic development districts. 
  2.1      Subd. 2.  [POWERS.] If an economic development authority is 
  2.2   established as provided in subdivision 1, the county may 
  2.3   exercise all of the powers relating to an economic development 
  2.4   authority granted to a city under Minnesota Statutes, sections 
  2.5   469.090 to 469.1081, or other law, including the power to levy a 
  2.6   tax to support the activities of the authority. 
  2.7      Sec. 2.  [LOCAL APPROVAL.] 
  2.8      Section 1 is effective the day after the governing body of 
  2.9   Yellow Medicine county and its chief clerical officer timely 
  2.10  complete their compliance with Minnesota Statutes, section 
  2.11  645.021, subdivisions 2 and 3.
