A bill for an act
relating to health; appropriating money for culturally competent behavioral health
services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CULTURALLY COMPETENT BEHAVIORAL
HEALTH SERVICES.

new text begin (a) $50,000,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of health for grants to fund culturally competent behavioral health services.
The commissioner shall provide grants to behavioral health provider organizations based
in federally qualified health centers and Tribal health programs and those providers with
50 percent of clients from African American, Somali and other African populations, Native
American, Latino, Hmong, Asian-Pacific, and other communities of color.

new text begin (b) Providers from nonmetropolitan areas are eligible for the grant if 20 percent of the
provider's client population is from African American, Somali and other African populations,
Native American, Latino, Hmong, Asian-Pacific, and other communities of color if the
provider can demonstrate it has on staff culturally competent therapists to treat communities
of color listed in this section.

and to provide behavioral health education for communities listed in paragraph (a).
