A bill for an act
relating to public safety; requiring Department of Administration to study
establishment of a statewide critical incident planning and mapping system for
secondary school buildings; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STUDY OF STATEWIDE CRITICAL SCHOOL INCIDENT
PLANNING AND MAPPING SYSTEM.

new text begin The Department of Administration, through its
Management Analysis Division and in consultation with the Department of Public Safety,
shall study the establishment of a statewide critical incident planning and mapping system
for buildings in this state provided for secondary schools, as defined in Minnesota Statutes,
section 120A.05, subdivision 13, for use by first responders and other response agencies
that are called to respond to an act of terrorism or related emergency at a secondary school.

new text begin The study should include:
new text end

new text begin (1) the type of information that must be included within the software program that
comprises the system, including at least floor plans, fire protection information, building
evacuation plans, utility information, known hazards, and information on how to contact
emergency personnel;
new text end

new text begin (2) the manner by which the information prescribed in clause (1) must be transferred
to the system from the school districts, state agencies, or political subdivisions that
participate in the system;
new text end

new text begin (3) standards for the software that must be used by the participating school districts,
state agencies, and political subdivisions;
new text end

new text begin (4) conditions for use of the system by response agencies;
new text end

new text begin (5) guidelines for:
new text end

new text begin (i) the accessibility and confidentiality of information contained within the system;
and
new text end

new text begin (ii) the incorporation, in connection with the use of the system, of the items described
in subdivision 3, paragraph (a), clause (2);

new text begin (6) in accordance with information obtained by the department, determine the
priority for distribution of any money that may be available for the school districts, state
agencies, or political subdivisions to participate in the system; and

new text begin (7) guidelines recommended by the department for training persons employed by
response agencies concerning the use of the system.

new text begin Determining participation by state and local governments and
agencies.

new text begin (a) The department shall survey, analyze, and determine the manner and
extent of participation by school districts, state agencies, and local governments, which
must include a determination of whether school districts, state agencies, and political
subdivisions will:
new text end

new text begin (1) participate in the statewide critical school incident planning and mapping
system; and
new text end

new text begin (2) incorporate into their use of the system, without limitation:
new text end

new text begin (i) evacuation routes and strategies for evacuation;
new text end

new text begin (ii) alarms and other signals or means of notification;
new text end

new text begin (iii) plans for sheltering in place; and
new text end

new text begin (iv) training and strategies for prevention in connection with attacks involving
violence.

new text begin (b) The department shall survey, determine, and report on the existence and extent
of the use of planning and mapping systems by any school district, state agency, or
political subdivision.

new text begin (a) The department shall investigate whether funding may be
available from the federal government for developing and operating a statewide planning
and mapping system for secondary school buildings and for distributing these funds to
participating school districts, state agencies, and political subdivisions.

new text begin (b) The department shall consider the potential availability of gifts, grants, and
contributions for developing and operating a statewide critical incident planning and
mapping system for secondary school buildings and distributing grants to school districts
and any appropriate, participating state agencies and political subdivisions.

new text begin (c) The department, in consultation with the departments of education and finance,
as applicable, shall estimate the costs of the system.

new text begin The commissioner of administration shall submit a
report to the legislature by January 2, 2007, on the feasibility and cost of implementing
and maintaining a statewide critical incident planning and mapping system for secondary
school buildings.

new text begin This section is effective the day following final enactment.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $50,000 is appropriated from the general fund to the commissioner of administration
to conduct the study and prepare the report required by section 1. This appropriation is
available through January 2, 2007.
