relating to higher education; appropriating money for grants to student teachers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; GRANTS TO STUDENT TEACHERS.

new text begin (a) $....... is appropriated in fiscal year 2021 from the general fund to the commissioner
of the Office of Higher Education for grants to student teachers under Minnesota Statutes,
section 136A.1275. This is a onetime appropriation.

new text begin (b) The appropriation in this section must be used to support candidates belonging to an
underrepresented racial or ethnic group and who meet other eligibility requirements. The
appropriation is in addition to:

new text begin (1) any amount reserved under Minnesota Statutes, section 136A.1275, subdivision 3,
paragraph (c); and
new text end

new text begin (2) the $750,000 dedicated to candidates in Laws 2019, chapter 64, article 1, section 2,
subdivision 28.

new text begin (c) If the amount of the appropriation in this section is not fully spent because of a lack
of qualifying candidates, any remaining balance does not cancel and is available in the
following fiscal year.
