  1.1                          A bill for an act 
  1.2             relating to higher education; capital improvements; 
  1.3             authorizing spending by the Minnesota state colleges 
  1.4             and universities to acquire and improve public land 
  1.5             and buildings; authorizing the lease of land at the 
  1.6             Minnesota west community and technical college; 
  1.7             amending Laws 1998, chapter 404, section 3, 
  1.8             subdivision 24. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Laws 1998, chapter 404, section 3, subdivision 
  1.11  24, is amended to read: 
  1.12  Subd. 24.  St. Cloud Technical College                1,000,000 
  1.13  To design and construct an addition and 
  1.14  remodeling of graphic arts and dental 
  1.15  space, including classrooms, and design 
  1.16  predesign remodeling of most of the 
  1.17  remaining space. 
  1.18     Sec. 2.  [RIDGEWATER COMMUNITY AND TECHNICAL COLLEGE AT 
  1.19  WILLMAR.] 
  1.20     Ridgewater community and technical college may build an 
  1.21  addition to kennels for veterinary technology at Willmar campus 
  1.22  with existing college funds. 
  1.23     Sec. 3.  [MOORHEAD STATE UNIVERSITY; CONSTRUCTION OF CAMPUS 
  1.24  SECURITY BUILDING; AUTHORIZATION.] 
  1.25     The board of trustees of the Minnesota state colleges and 
  1.26  universities is authorized to construct a campus building at 
  1.27  Moorhead State University.  The board may accept nonstate money 
  1.28  to support construction of the building.  The board may enter 
  1.29  into an agreement with the city of Moorhead whereby the city 
  2.1   provides money for the construction of the building in exchange 
  2.2   for the lease of space in the building for use by the city 
  2.3   police department.  Notwithstanding Minnesota Statutes, section 
  2.4   16B.24, or any other law to the contrary, the board may lease 
  2.5   space in the building to the city for up to 25 years without 
  2.6   obtaining state executive council approval. 
  2.7      Sec. 4.  [MINNESOTA WEST COMMUNITY AND TECHNICAL COLLEGE AT 
  2.8   WORTHINGTON; AUTHORIZATION TO LEASE LAND TO THE YMCA AND THE 
  2.9   CITY OF WORTHINGTON.] 
  2.10     Minnesota west community and technical college may enter 
  2.11  into a lease agreement with the YMCA, subject to Minnesota 
  2.12  Statutes, section 16A.695, for the lease of land on the 
  2.13  Worthington campus.  Siting and design of the facility must be 
  2.14  consistent with the college's master plan and Minnesota state 
  2.15  colleges and universities building standards.  Minnesota west 
  2.16  community and technical college may negotiate for use of the 
  2.17  facility for college purposes.  The lease may also include the 
  2.18  city of Worthington.
