  1.1                          A bill for an act 
  1.2             relating to education; permitting the board of 
  1.3             teaching to preapprove community experts for 
  1.4             eligibility to teach in schools; amending Minnesota 
  1.5             Statutes 1998, section 122A.25, subdivision 3, and by 
  1.6             adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 122A.25, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 2a.  [INDIVIDUAL PREAPPROVAL.] (a) An individual may 
  1.11  apply to the board of teaching to be granted preapproval as a 
  1.12  community expert eligible to teach in a public school or charter 
  1.13  school under this section.  In making its determination, the 
  1.14  board shall consider only the criteria of subdivision 2, clause 
  1.15  (1). 
  1.16     (b) A preapproved community expert under this subdivision 
  1.17  may be hired to teach by a school district or charter school 
  1.18  only if the school district or charter school applies under 
  1.19  subdivision 2 and the board of teaching approves the application 
  1.20  after considering the criteria of subdivision 2, clauses (2) to 
  1.21  (7). 
  1.22     Sec. 2.  Minnesota Statutes 1998, section 122A.25, 
  1.23  subdivision 3, is amended to read: 
  1.24     Subd. 3.  [APPROVAL OF PLAN.] The board of teaching shall 
  1.25  approve or disapprove an application within 60 days of receiving 
  1.26  it from a school district or, charter school, or individual.
