  1.1                          A bill for an act 
  1.2             relating to education; extending the refurbished 
  1.3             computer program; appropriating money; amending Laws 
  1.4             1997, First Special Session chapter 4, article 9, 
  1.5             section 8. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1997, First Special Session chapter 4, 
  1.8   article 9, section 8, is amended to read: 
  1.9      Sec. 8.  [REFURBISHED COMPUTER PROGRAM.] 
  1.10     The commissioner of children, families, and learning shall 
  1.11  establish a program to refurbish donated computers to increase 
  1.12  the number of multimedia computers in Minnesota schools.  In 
  1.13  establishing the program, the commissioner shall work with the 
  1.14  commissioners of administration and corrections, and the office 
  1.15  of technology.  The program must be implemented in conjunction 
  1.16  with the education technology improvement clearinghouses under 
  1.17  Minnesota Statutes, section 121.95, and in partnership with 
  1.18  business, nonprofit organizations, and institutions of higher 
  1.19  education.  The commissioner must consider the most 
  1.20  cost-effective approach in allocating funds for computer 
  1.21  recycling or refurbishing.  The program must: 
  1.22     (1) establish the number of multimedia computers to be 
  1.23  refurbished by July 1, 2000 2001; 
  1.24     (2) establish partnerships with nonprofit or business 
  1.25  organizations to solicit donations; 
  2.1      (3) develop an agreement with the commissioner of 
  2.2   corrections to facilitate computers in Minnesota correctional 
  2.3   institutions with procedures to minimize security risks; 
  2.4      (4) promote the program to public and nonpublic schools; 
  2.5   and 
  2.6      (5) develop plans to equitably distribute computers to 
  2.7   public and nonpublic schools and ensure proper recycling of 
  2.8   unsuitable equipment. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     $1,000,000 is appropriated in fiscal year 2001 from the 
  2.11  general fund to the commissioner of children, families, and 
  2.12  learning for the multimedia computer refurbishment program under 
  2.13  section 1.  The commissioner may use all or part of this 
  2.14  appropriation for an agreement with the commissioner of 
  2.15  corrections to establish refurbishment centers at one or more 
  2.16  correctional institutions.
