A bill for an act
relating to education; establishing an advisory task force to examine and make
recommendations about the interrelationship between schools' educational
mission and competitive extracurricular programs for students.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ADVISORY TASK FORCE TO EXAMINE INTERRELATIONSHIP
BETWEEN SCHOOLS' EDUCATIONAL MISSION AND COMPETITIVE
EXTRACURRICULAR PROGRAMS FOR STUDENTS.

new text begin (a) An advisory task force is established to examine and make recommendations
to the legislature about the interrelationship between schools' educational mission and
competitive extracurricular programs for students. The advisory task force at least must
examine:

new text begin (1) the impact of the state's open enrollment program and other student choice
programs on schools' educational mission and students' access to academic opportunities
and competitive extracurricular activities, and including the impact of choice programs on
students attending school in their resident school district;

new text begin (2) the relationship between public and nonpublic schools as it affects students'
ability to participate in competitive extracurricular activities;

new text begin (3) the impact of competitive extracurricular programs on students' academic
achievement;
new text end

new text begin (4) community expectations about students participating in competitive
extracurricular programs in school;
new text end

new text begin (5) the impact of other community-based organized sports activities on students'
participation in competitive extracurricular programs; and

new text begin (6) any substantive differences in students' experience resulting from participating
in boys versus girls competitive extracurricular programs or class A versus class AA
competitions.

new text begin (b) The commissioner of education shall appoint and convene the first meeting
of the advisory task force that is composed of the following representatives: public
and nonpublic high school principals; parents of currently enrolled high school student
athletes; public and nonpublic school teachers; high school athletic directors; high
school basketball and hockey coaches; and the Minnesota State High School League.
Task force matters are governed by Minnesota Statutes, section 15.059, except that task
force members may not be reimbursed and may not receive compensation for task force
participation. By January 31, 2007, the task force must submit a written report to the
education policy and finance committees of the legislature that examines and makes
recommendations about the interrelationship between schools' educational mission and
competitive extracurricular programs for students.

support services to the task force upon request.
