A bill for an act
relating to transportation; providing for a mass transit and road capital expenses
appropriations subsidy match.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

LIGHT RAIL CORRIDOR.

new text begin (a) For the purposes of this section, the following terms
have the meanings given them.

new text begin (b) "Adjusted Minnesota population" means the estimated total population of
Minnesota on the effective date of this act as calculated by the state demographer, minus
one-half the total number of projected daily Southwest Corridor Light Rail Transit trips or
riders as calculated by the Metropolitan Council.

new text begin (c) "Southwest Corridor Light Rail Transit" means the proposed light rail transit line
capital project that connects the existing Hiawatha light rail transit line, known as the
Blue Line, with the city of Eden Prairie.

new text begin (d) "Subsidy per rider" means the total amount of money appropriated by the
legislature for Southwest Corridor Light Rail Transit, divided by one-half the total number
of projected daily Southwest Corridor Light Rail Transit trips or riders as calculated by
the Metropolitan Council.

new text begin If the legislature
appropriates $135,000,000 or any other amount of money, from any state source, to
provide the state-level match for capital expenses related to the design and construction
of Southwest Corridor Light Rail Transit, the legislature must also appropriate in the
same fiscal year an amount equal to the subsidy per rider multiplied by the adjusted
Minnesota population to the commissioner of transportation for highway, road, and bridge
construction and rehabilitation projects.

new text begin This section is effective the day following final enactment
and applies to any appropriation for Southwest Corridor Light Rail Transit made during or
after the 2016 regular session of the Minnesota Legislature.
