A bill for an act
relating to higher education; appropriating money to the University of Minnesota
to modify tuition structure.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin UNIVERSITY OF MINNESOTA CONTINGENT TUITION
APPROPRIATION.

new text begin Subdivision 1. new text end

new text begin Tuition schedule certification. new text end

new text begin (a) To release the appropriation
under subdivision 2, the Board of Regents of the University of Minnesota must certify
to the commissioner of management and budget that the board has adopted a tuition
schedule for the 2017-2018 academic year that:

new text begin (1) sets the nonresident undergraduate tuition rate for a full-time student at the
University of Minnesota Twin Cities campus to a tuition rate equal to the median of
nonresident undergraduate tuition rates for public Big Ten universities for the 2016-2017
academic year;

new text begin (2) sets the resident undergraduate tuition rate for a full-time student at all University
of Minnesota campuses to an amount equal to or less than the greater of (i) $11,790 per
academic year or (ii) $2,000 less than the annual tuition rate for a full-time student in the
2016-2017 academic year; and

new text begin (3) sets the resident graduate tuition rate for a full-time student in all programs at all
University of Minnesota campuses to an amount equal to or less than $1,000 less than the
annual tuition rate for a full-time student in the 2016-2017 academic year.

new text begin (b) For purposes of this section, "public Big Ten university" means the flagship
campus for public universities that are members of the Big Ten Conference.

new text begin $....... is appropriated from the general fund the day
following the certification under subdivision 1, in the fiscal year of the certification, to
the Board of Regents of the University of Minnesota for implementation of the tuition
schedule. This appropriation does not cancel but is available until July 1, 2018.

new text begin If the tuition schedule certification under subdivision 1 has not
occurred before June 30, 2017, this section expires on June 30, 2017.
