A bill for an act
relating to utilities; requiring utility bills to show energy costs; proposing coding
for new law in Minnesota Statutes, chapter 325E.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Utilities serving Minnesota commercial and retail customers shall identify on
monthly utility bills the percentage and the per-kilowatt cost of each energy source
utilized for electrical generation being purchased, transmitted, and supplied to ratepayers.
Utilities shall provide information on monthly utility bills identifying and categorizing the
various electrical generation costs for each of the 12 months prior to each bill. Energy
sources may include, but are not limited to, coal, nuclear, hydropower, biomass, solar,
photovoltaic, refuse-derived fuel, geothermal, gases, and wind.
