  1.2             relating to education finance; replacing marginal cost 
  1.3             funding with declining pupil aid; making equity 
  1.4             revenue equal for metropolitan and greater Minnesota 
  1.5             school districts; amending Minnesota Statutes 1998, 
  1.6             section 126C.10, by adding a subdivision; Minnesota 
  1.7             Statutes 1999 Supplement, sections 126C.05, 
  1.8             subdivision 5; and 126C.10, subdivisions 1, 24, 25, 
  1.9             26, and 27; repealing Minnesota Statutes 1999 
  1.10            Supplement, section 126C.10, subdivision 28. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.13  126C.05, subdivision 5, is amended to read: 
  1.14     Subd. 5.  [ADJUSTED PUPIL UNITS.] (a) Adjusted pupil units 
  1.15  for a district or charter school means the sum of: 
  1.16     (1) the number of pupil units served, according to 
  1.17  subdivision 7, plus 
  1.18     (2) pupil units according to subdivision 1 for whom the 
  1.19  district or charter school pays tuition under section 123A.18, 
  1.20  123A.22, 123A.30, 123A.32, 123A.44, 123A.488, 123B.88, 
  1.21  subdivision 4, 124D.04, 124D.05, 125A.03 to 125A.24, 125A.51, or 
  1.22  125A.65, minus 
  1.23     (3) pupil units according to subdivision 1 for whom the 
  1.24  district or charter school receives tuition under section 
  1.25  123A.18, 123A.22, 123A.30, 123A.32, 123A.44, 123A.488, 123B.88, 
  1.26  subdivision 4, 124D.04, 124D.05, 125A.03 to 125A.24, 125A.51, or 
  1.27  125A.65. 
  1.28     (b) Adjusted marginal cost pupil units means the sum of .9 
  2.1   times the pupil units defined in paragraph (a) for the current 
  2.2   school year and .1 times the pupil units defined in paragraph 
  2.3   (a) for the previous school year. 
  2.4      Sec. 2.  Minnesota Statutes 1999 Supplement, section 
  2.5   126C.10, subdivision 1, is amended to read: 
  2.6      Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  2.7   year 2000 2001 and thereafter, the general education revenue for 
  2.8   each district equals the sum of the district's basic 
  2.9   revenue, declining pupil revenue, basic skills revenue, training 
  2.10  and experience revenue, secondary sparsity revenue, elementary 
  2.11  sparsity revenue, transportation sparsity revenue, total 
  2.12  operating capital revenue, equity revenue, referendum offset 
  2.13  adjustment, transition revenue, and supplemental revenue. 
  2.14     Sec. 3.  Minnesota Statutes 1998, section 126C.10, is 
  2.15  amended by adding a subdivision to read: 
  2.16     Subd. 2a.  [DECLINING PUPIL AID.] A school district's 
  2.17  declining pupil unit aid equals $1,000 times the greater of zero 
  2.18  of the difference between the district's adjusted pupil units 
  2.19  for the previous year to its adjusted pupil units for the 
  2.20  current year. 
  2.21     Sec. 4.  Minnesota Statutes 1999 Supplement, section 
  2.22  126C.10, subdivision 24, is amended to read: 
  2.23     Subd. 24.  [EQUITY REVENUE.] (a) A school district 
  2.24  qualifies for equity revenue if the school district's adjusted 
  2.25  marginal cost pupil unit amount of basic revenue, supplemental 
  2.26  revenue, transition revenue, and referendum revenue is less than 
  2.27  the 90th percentile of school districts in its equity region 
  2.28  statewide for those revenue categories and the.  A school 
  2.29  district does not qualify for equity revenue if the school 
  2.30  district's administrative offices are not located in a city of 
  2.31  the first class on July 1, 1999. 
  2.32     (b) Equity revenue for a qualifying district that receives 
  2.33  referendum revenue under section 126C.17, subdivision 4, equals 
  2.34  the product of (1) the district's adjusted marginal cost pupil 
  2.35  units for that year; times (2) the sum of (i) $10, plus (ii) 
  2.36  $30, times the school district's equity index computed under 
  3.1   section 126C.10, subdivision 6. 
  3.2      (c) Equity revenue for a qualifying district that does not 
  3.3   receive referendum revenue under section 126C.17, subdivision 4, 
  3.4   equals the product of the district's adjusted marginal cost 
  3.5   pupil units for that year times $10. 
  3.6      Sec. 4.  Minnesota Statutes 1999 Supplement, section 
  3.7   126C.10, subdivision 25, is amended to read: 
  3.8      Subd. 25.  [REGIONAL STATEWIDE EQUITY GAP.] The regional 
  3.9   statewide equity gap equals the difference between the fifth and 
  3.10  the 90th percentile of adjusted general revenue per marginal 
  3.11  cost adjusted pupil unit. 
  3.12     Sec. 6.  Minnesota Statutes 1999 Supplement, section 
  3.13  126C.10, subdivision 26, is amended to read: 
  3.14     Subd. 26.  [DISTRICT EQUITY GAP.] A district's equity gap 
  3.15  equals the greater of zero or the difference between the 
  3.16  district's adjusted general revenue and the regional statewide 
  3.17  90th percentile of adjusted general revenue per marginal cost 
  3.18  adjusted pupil unit. 
  3.19     Sec. 7.  Minnesota Statutes 1999 Supplement, section 
  3.20  126C.10, subdivision 27, is amended to read: 
  3.21     Subd. 27.  [DISTRICT EQUITY INDEX.] A district's equity 
  3.22  index equals the ratio of the sum of the district equity gap 
  3.23  amount to the regional statewide equity gap amount. 
  3.24     Sec. 8.  [REPEALER.] 
  3.25     Minnesota Statutes 1999 Supplement, section 126C.10, 
  3.26  subdivision 28, is repealed. 
  3.27     Sec. 9.  [EFFECTIVE DATE.] 
  3.28     Sections 1 to 8 are effective for revenue for fiscal year 
  3.29  2001 and later.
