A bill for an act
relating to state government; requiring reporting on state grants to nonprofits;
requiring reporting of information on nonprofits receiving state grants; proposing
coding for new law in Minnesota Statutes, chapter 16A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [16A.112] GRANTS TO NONPROFITS.

new text begin When the governor submits a detailed operating budget for the biennium in each
odd-numbered year, the commissioner of management and budget shall report to the
chairs and ranking minority members of the house of representatives Ways and Means
Committee and the senate Finance Committee on the total amount of state grants to
nonprofit entities during the prior fiscal year and the total amount anticipated in the current
fiscal year. The report must include:

new text begin (1) the name of each nonprofit receiving one or more state grants, the nonprofit's
Web site URL, the state agencies through which grants were awarded, and a brief
description of the purpose of the grants;

new text begin (2) the total amount of state grant dollars received by the nonprofit in the fiscal year
ending the prior June 30 and the total amount of state funds anticipated to be received
by the nonprofit in the current fiscal year;

new text begin (3) for each nonprofit, the percent of total revenue represented by donations from
nonstate funds;

new text begin (4) for each nonprofit, the percent of total revenue distributed for administrative
purposes and the percent of total revenue directed to fulfilling the purpose of the nonprofit;
and

new text begin (5) for each nonprofit, the amount of revenue that was taxable, including revenue
from investment income and revenue taxable because of political expenditures.

new text begin As a condition of receiving a state grant, a nonprofit must agree to provide the commissioner
with information necessary for the commissioner to report on items in clauses (3) to (5).
