A bill for an act
relating to natural resources; appropriating money for minerals research.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,500,000 in fiscal year 2019 is appropriated from the general fund to the commissioner
of natural resources for a transfer to the Board of Regents of the University of Minnesota
for academic and applied research through MnDRIVE at the Natural Resources Research
Institute to develop and demonstrate technologies that enhance the long-term viability of
Minnesota's mining industry. Of this amount: $1,000,000 is to support continued applied
research to define and pilot new concepts for sulfate reduction in Minnesota waters; $500,000
is for maintenance and expansion of the Natural Resources Atlas to statewide coverage;
and $1,000,000 is to provide seed funding for development of next-generation
hydrometallurgy technology capability to support responsible, high-value mineral
development in Minnesota. This research will be done in consultation with the Minerals
Coordinating Committee established by Minnesota Statutes, section 93.0015. This
appropriation is onetime and is available until June 30, 2020.
