A bill for an act
relating to capital investment; appropriating money for the shade tree grant program;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $10,000,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for grants to cities, counties, townships, and
park and recreation boards in cities of the first class for the planting of publicly owned shade
trees on public land to provide environmental benefits; replace trees lost to forest pests,
disease, or storm; or to establish a more diverse community forest better able to withstand
disease and forest pests. The commissioner must give priority to grant requests to remove
and replace trees with active infestations of emerald ash borer. For purposes of this
appropriation, "shade tree" means a woody perennial grown primarily for aesthetic or
environmental purposes with minimal to residual timber value and with no intent to be
harvested for its wood. Any tree planted with funding under this subdivision must be a
species native to Minnesota.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $10,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
