  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XI, section 14; modifying a proposed 
  1.4             constitutional amendment to extend to the year 2025 
  1.5             the dedication of lottery proceeds to the environment 
  1.6             and natural resources trust fund; providing for use of 
  1.7             the environment and natural resources trust fund after 
  1.8             the year 2025; amending Laws 1998, chapter 342, 
  1.9             sections 1 and 2.  
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  Laws 1998, chapter 342, section 1, is amended 
  1.12  to read: 
  1.13     Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.14     An amendment to the Minnesota Constitution, article XI, 
  1.15  section 14, is proposed to the people.  If the amendment is 
  1.16  adopted, the section will read as follows: 
  1.17     Sec. 14.  A permanent environment and natural resources 
  1.18  trust fund is established in the state treasury.  Loans may be 
  1.19  made of up to five percent of the principal of the fund for 
  1.20  water system improvements as provided by law.  The assets of the 
  1.21  fund shall be appropriated by law for the public purpose of 
  1.22  protection, conservation, preservation, and enhancement of the 
  1.23  state's air, water, land, fish, wildlife, and other natural 
  1.24  resources.  The amount appropriated each year of a biennium, 
  1.25  commencing on July 1 in each odd-numbered year and ending on and 
  1.26  including June 30 in the next odd-numbered year, may be up to 
  1.27  5-1/2 percent of the market value of the fund on June 30 one 
  2.1   year before the start of the biennium.  Not less than 40 percent 
  2.2   of the net proceeds from any state-operated lottery must be 
  2.3   credited to the fund until the year 2025.  After the year 2025, 
  2.4   the principal of the environment and natural resources trust 
  2.5   fund may be appropriated for transit systems, as provided by law.
  2.6      Sec. 2.  Laws 1998, chapter 342, section 2, is amended to 
  2.7   read: 
  2.8      Sec. 2.  [SUBMISSION TO PEOPLE.] 
  2.9      The proposed amendment shall be submitted to the people at 
  2.10  the 1998 general election.  The question submitted shall be: 
  2.11     "Shall the Minnesota Constitution be amended to extend to 
  2.12  the year 2025 the dedication of lottery proceeds to the 
  2.13  environment and natural resources trust fund and to maximize the 
  2.14  long-term total return to the fund, and to allow the principal 
  2.15  of the fund to be used for transit systems after the year 2025?
