BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin LABOR EDUCATION ADVANCEMENT PROGRAM (LEAP);

$500,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to the Minneapolis
Urban League for the labor education advancement program to prepare people of African
descent, people of color, women, and young adults to obtain and retain employment in
apprenticed building and construction trades.
