A bill for an act
relating to capital investment; appropriating money for the East Phillips
Neighborhood Institute indoor urban farming project.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EAST PHILLIPS NEIGHBORHOOD INSTITUTE.

new text begin $3,000,000 is appropriated from the general fund to the commissioner of employment
and economic development for a grant to the East Phillips Improvement Coalition for phase
I of the project to predesign, design, and construct the renovation of the part of the property
donated to the coalition by the city of Minneapolis for use by the East Phillips Neighborhood
Institute. The project includes HVAC, plumbing, mechanical, and electrical work needed
to develop indoor urban farming, including low-tech aquaponics and construction of an
exterior wall to separate the donated property from the remainder of the parcel. This
appropriation is contingent on the city of Minneapolis donating to the coalition the property
known as the Roof Depot at 1860 East 28th Street in Minneapolis, and is available when
the commissioner of management and budget determines that sufficient resources have been
committed to complete phase I of the project, as required by Minnesota Statutes, section
16A.502.
