A bill for an act
relating to state government; requiring the commissioner of administration to
provide plans and specifications relating to building and construction contracts;
amending Minnesota Statutes 2008, section 16C.26, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2008, section 16C.26, is amended by adding a
subdivision to read:

new text begin Provision of plans and specifications. new text end

new text begin This subdivision applies to a
contract for building and construction or repairs for which competitive bids or proposals
are required. For a contract subject to this subdivision, the commissioner must make the
construction plans and specifications necessary for a vendor to respond to the request for
bids or proposals available electronically, at no cost, to a not-for-profit organization that
will make the plans and specifications available to the public, at no cost, electronically
and in print.
