A bill for an act
relating to higher education; requiring the Board of Trustees of the Minnesota
State Colleges and Universities to transfer its central office to the campus of a
college or university governed by the board; amending Minnesota Statutes 2016,
section 136F.06, subdivision 3.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2016, section 136F.06, subdivision 3, is amended to read:
Notwithstanding chapter 16B, the board may select the location
for its central office.new text begin The central office must be located on one or more of the college or
university campuses governed by the board.

This section is effective upon the expiration of the existing lease
entered into by the Board of Trustees of the Minnesota State Colleges and Universities for
office space located at 30 East Seventh Street in St. Paul. The board shall notify the revisor
of statutes when the existing lease has expired.

(a) The Board of Trustees of the Minnesota State Colleges and Universities must not
renew or extend its existing lease for office space located at 30 East Seventh Street in St.
Paul.

(b) Consistent with the requirements of Minnesota Statutes, section 136F.06, subdivision
3, as amended by section 1, the board must study the options for transferring all operations
currently housed at 30 East Seventh Street in St. Paul to suitable space on one or more of
the college or university campuses governed by the board. By July 1, 2019, the board must
report to the legislature their plan for the transfer. The report must be filed in accordance
with Minnesota Statutes, section 3.195, with copies provided to the chairs and ranking
minority members of the committees in the house of representatives and the senate with
jurisdiction over higher education finance and policy.

(c) The transfer must be completed no later than the expiration date of the existing lease.
